well in Japan; they have blue vouchers and for every 5 green vouchers *you get from events) you get 1 blue voucher.
A Blue voucher gives you a 80% of a SR and a 20% of a UR
I also think you can exchange a large amount of gems for them, but I cannot remember, I have to redownload my Japanese game to find out.
