Yeah, the mods are like extra skills. However it'd be for a PST or someone to clarify this :)

I asked in the chat and people answered, you ARE able to purchase mods after you've purchased the skill. So you can buy a skill one day, then some other day when you can afford the mod you can then purchase the mod even though you've had the skill for some time.
