From my perspective HUD was kept open for the tutorial, but with the Rules created into all in one guide, we haven't put that section into used. So, I believe it is normal for now not to have access to it! ^_^ I'd be worried if you couldn't enter the Tutorial section, but by my understanding- I believe you can (?).
