Skills?

I've been on the forum for a little more than a week now, i know that's not a long time, but I was curious as to being able to level up your skills. Because i'm focusing on my character being a speed type so I want to work on getting my sprint up, but we can't really level things up. I read this recently and I really think this would be a cool thing to try. We could just add it into our journals then as part of our character bios.
